Sgt. Robin Davenport Receives Rotary’s ‘Semper Paratus’ Award

Sergeant Robin Davenport of the Chattanooga Police Department (CPD) was recently honored with the prestigious “Semper Paratus” Award by the Rotary Club of Chattanooga.

In a ceremony that bridged the gap between civic leadership and public safety, the Rotary Club of Chattanooga has officially recognized Sergeant Robin Davenport of the Chattanooga Police Department (CPD) with the prestigious “Semper Paratus” Award.

The award, whose name translates to “Always Ready,” is traditionally associated with the highest standards of preparedness and service. While famously the motto of the U.S. Coast Guard, the Rotary Club utilized the title to highlight Sgt. Davenport’s tireless readiness to serve the city’s most vulnerable population: its youth.

Sgt. Davenport, the CPD’s Supervisor of Youth Programs, was specifically honored for his monumental effort in re-launching the Police Activities League (PAL). This program is designed to break down barriers between law enforcement and young Chattanoogans through sports, mentorship, and community events.

Since the program’s official announcement on March 19, 2025, Sgt. Davenport has been the driving force behind its infrastructure, spending the past year securing vital equipment, establishing the program’s 501(c)(3) non-profit status, and forming a dedicated Board of Directors to ensure the organization’s long-term success.

His recognition highlights a deep alignment between the Rotary Club’s mission and the police department’s goals. During the presentation, Rotary leadership noted that the club’s motto, “Service Above Self,” mirrors the CPD’s own commitment to “Service Before Self.”

“For public servants, these are not slogans,” they added. “They represent daily choices to put the needs of others first, often without recognition or praise.”

Chattanooga Police Chief John Chambers praised the initiative, stating that the Police Activities League is a promise to the community and that Sgt. Davenport’s passion and commitment have truly brought this vision to life. He emphasized that Davenport’s leadership was essential in creating opportunities and strengthening the community for a better tomorrow.

The PAL program recently demonstrated its immediate impact by providing Hamilton County students with structured activities during their spring break, offering a safe and productive environment led by officers.

For Sgt. Davenport, the “Semper Paratus” award serves as a meaningful recognition to a year of tireless efforts. By bringing “cops and kids” together, the CPD and the Rotary Club hope to inspire brighter futures and foster a level of trust that will benefit the city of Chattanooga for generations to come.
